FOR CASTLE CONFIDENTIAL DIFFICULTY IN CONNECTION WITH SHATTUCK AND CHEEK IS EVIDENTLY EXPRESSION OF UNFORTUNATE ATTITUDE WHICH EXISTS AND IS FOSTERED IN MONROVIA AGAINST FOREIGNERS STOP UNLIKELY THAT AMERICANS GENERALLY CAN OBTAIN JUSTICE IN LOWER COURTS STOP TRUST DEPARTMENT WILL IN CONNECTION WITH THIS INCIDENT DO EVERYTHING PRACTICABLE TO OBVIATE THE OCCURRENCE OF FUTURE INSULTS AND UNJUST TREATMENT TO AMERICAN CITIZENS PERIOD WHILE I HAVE BEEN SHOWN EVERY COURTESY BY THE PRESIDENT, SECRETARY OF STATE AND MANY OTHER GOVERNMENT OFFICERS, NEVERTHELESS IT IS OBVIOUS LIBERIA IS NOT CONDUCTING A GOVERNMENT THAT WOULD COMMAND RESPECT BY OUTSIDE CIVILIZED WORLD STOP SHATTUCK CONCUR PERIOD STRONG
