Sir,
I am instructed by the President to express to you, Dr. Shattuck and the other members of your mission how deeply the Government of Liberia deplores the regrettable incident which recently took place in connection with Dr. Shattuck.
The President has already ordered the refunding of the fine paid by Dr. Shattuck, and in addition has instituted an investigation into the circumstances surrounding this unfortunate matter.
You may be assured that prompt exemplary measures of a disciplinary character will be taken against all officials who may be shown by the investigation to have over-stepped the bounds of official duty.
